U.S.–China AI chip controls: the January 2026 licensing shift
AIstratica Editorial · Published 26 October 2026 · Source snapshots are dated within the article.
What happened
BIS announced a move to case-by-case review for exports to China of Nvidia H200, AMD MI325X and similar chips, subject to security requirements. This is a dated policy explainer, not a claim of breaking news today.
Our analysis
Conditional access complicates a simple story of total technological separation. For U.S.–China competition, the important questions include which buyers qualify, which capabilities remain restricted, and how firms adapt their investment decisions. A rule change alone does not establish the volume of shipments or its effect on AI progress.
What to watch
Licensing decisions, implementation conditions, actual deliveries and responses from Chinese buyers. Those require additional evidence before drawing conclusions.
